“As a whole, the proposal demonstrated both the need and the effectiveness of their program. Therefore, the organization’s statement that ‘funding is needed to maintain essential services at this time due to recent cuts in federal funding’ was sufficient to convey need. The strongest feature of the proposal was the description of the far-reaching effect of the program to provide
security for both a family’s physical environment and emotional environment, rather than one over the other."
