“By our first look at this proposal, we feel encouraged that we will be led methodically through a rather difficult subject. While a table of contents is not a requirement, in this case it is very helpful. It lays out each section of the proposal and directs us to an important series of appendices that are essential for understanding the subject and pointing out the many collaborators on the project.
“We count on the proposal’s summary to be a stand-alone piece that can be shared directly with our Board. In this case, the proposal summary is excellent. It meets the challenge of explaining ‘capacity assessment’ and applying the issue to concrete examples that we can understand. It also lays out the proposed methods on a step-by-step basis."
